Ellen Murray, J.D., is joining Simon&Co., a health policy consulting firm, as Of Counsel. Ms. Murray served as the Chief Financial Officer (CFO) and Assistant Secretary for Financial Resources at the Department of Health and Human Services for both Secretaries Sebelius and Burwell. Ms. Murray will develop budgetary and appropriations strategies to improve the policies and programs affecting clients’ lines of business. With a deep understanding of the intricacies of both HHS’ $1 trillion budget and the federal appropriations process, Ms. Murray will propose legislative and regulatory approaches that are realistic and conform to the federal departmental goals. As the former staff director of the Senate Labor, Health and Human Services Appropriations Subcommittee, Ms. Murray will connect our clients’ to key Congressional decision makers.
Ms. Murray received her B.A. in economics from Trinity College and her J.D. from George Mason University School of Law.
This is a reunion for Ms. Murray and Simon&Co.’s President, Marsha Simon, as they worked together on the Appropriations Committee for Senators Tom Harkin and Robert Byrd in the late nineties.
