<p>Iowa is seeking an extension to its “Iowa Health and Wellness Plan” Section 1115 waiver demonstration for five years. If approved, the demonstration will allow the state to continue to deny the non-emergency medical transportation (NEMT) benefits for the Medicaid patients made eligible by the Affordable Care Act.</p>



<p>Simon&amp;Co. facilitated The Coalition for NEMT Access’&nbsp;submission of&nbsp;the attached comments to the Centers for Medicare and Medicaid Services (CMS), urging they reject the state’s waiver request.</p>

<p>On October 14, Simon&amp;Co. sent a comment letter, signed by a broad coalition of advocates for access to health care,&nbsp;to the Centers for Medicare and Medicaid Services (CMS) on Utah’s “Primary Care Network” 1115 extension application, requesting that the state restore NEMT, a mandatory benefit, for the entire adult expansion population and refuting the state’s argument that omitting the NEMT benefit is necessary because of its cost.&nbsp;In fact, NEMT is the lowest cost Medicaid benefit that returns the investment many times over in better quality of life and health status for Medicaid dialysis and behavioral health patients.&nbsp;</p>
